Malaysia is half Muslim and wearing the hijab or headscarf is encouraged. And so is capitalism (see towers, Petronas). Put the two movements together and you get street markets supplying the demand. And using semi-creepy, Stepford Wife-like, bodiless mannequins to show off the goods.
